Just to clarify, are you using Outlook.com in a web browser, or the Outlook desktop/mobile app?

When you try to send an email, what exactly happens? Do you receive an error message or bounce-back notification? Does the email stay in Drafts? Does it appear in Sent Items but never reach the recipient?

Also, try sending a test email from Outlook on the web: https://outlook.live.com/mail Let me know how it goes.
