.NET Runtime error/Kernalbase.dlll issues with software installation and use.

Been trying to help fix my partner's PC for a few days now, and we're at a loss.

What essentially started as a REWASD issue with the .NET and about a week of back and forth with the REWASD team trying to fix the issue. They ended up saying the issue is directly related to the .NET, and they can't fix it on their end. They recommended a fresh install. Ended up with some of his other software being buggy. So we decided to do a clean install of windows on a partition of his drive.
That install ended up struggling quite a bit (errors and whatnot), but we got through that (skipping the connect to a network screen) and tried to get REWASD working on the fresh install. We ended up not being able to properly install software for a good bit, everything again chucking out the .NET error codes.
Step by step of what's happened since:

  1. Installed a fresh install of windows 11 again (via USB, made with the media creation tool)
  2. Get to the 'connect to a network' screen, not seeing any networks
    1. install the LAN and wifi drivers for the motherboard
    2. can now see networks so try to connect to a hotspot (our router has some settings that it needs that can't be accessed on that screen). It was fussy about connections but worked eventually
  3. Finish windows install and download any windows updates & (NVIDIA app then) graphics drivers
  4. Install and use Discord and Firefox
  5. Managed to install REWASD. But then upon reopening just never loaded up. In event viewer parts listing the following:
    1. Faulting module name is KERNALBASE.dll, version 10.0.26100.8655. Event ID 1000
    2. .NET runtime version 9.0.0 error, event ID 1026
    3. Faulting application name Engine.exe, Event ID 1000
    4. (I do have screenshots of these errors)
  6. Tried to install .NET runtime 10.0.09 (x64) had a 0x8000fff Catastrophic failure error
  7. Installed ASP.NET Core runtime 10.0.09 (x64) successfully, failed to install SDK 10.0.301, .NET Desktop Runtime 10.0.9, .NET Runtime 10.0.9
  8. Ran DISM /Online /Cleanup-Image /RestoreHealth and got 'remote procedure call failed'
  9. Ran sfc /scannow and did not find any integrity violations
  10. Checked the RPC (Remote procedure call) was set to automatic, it already was
  11. Uninstalled all the .NET files visible via Control panel/Uninstall
  12. Re-ran DISM /Online /Cleanup-Image /RestoreHealth and sfc /scannow and get the reverse results of steps 8 and 9
  13. Ran chkdsk X: /r on the drive that windows is installed on. It restarted his system and got me to download ASP.NET Core 9.0.17 (x86)
  14. Re-ran DISM /Online /Cleanup-Image /RestoreHealth and sfc /scannow and both results give the all clear
  15. Turn off the PC as its 1am and we need sleep.
  16. Try loading up REWASD, program requests the .NETCore.App 9.0.17 (x86). we install that & the ASP.NET Core 9.0.17 (x86) - No success
  17. Try updating the BIOS - No success
  18. Try installing ASP.NET (x64) - No success
  19. Try uninstalling x64 versions of ASP.NET and .NET DESKTOP RUNTIME - No success
  20. Try uninstalling all of them again & downloading ASP.NET x86 - no success but different error; NET Runtime Event ID 1023. That code says there might be driver issues so we look into drivers.
  21. PCI Device "The drivers for this device are not installed. (Code 28), there are no compatible drivers for this device"
  22. Intel only has PCI drivers for linux (from what I'm understanding), so we try some other drivers that I thought might be related, to see what helps.

  23. Try REWASD again. Same errors as before.

  24. Check for RAM problems via mdsched.exe, No issues
  25. Check the Drive using this https://support-en.sandisk.com/app/answers/detailweb/a_id/31759/h/p2
    1. Errored with the .NET runtime error on install. Tried again with the wifi download file instead and it downloaded fine.
    2. Checked for drive updates - none needed
    3. Ran extended diagnostic on the drive - came back clear
  26. Tried to install windows in a differant drive, & it didn't work, so we went to another fresh install of windows on the drive
    1. Downloaded windows updates, motherboard LAN & wifi drivers & (NVIDIA app then) graphics drivers, firefox & discord
    2. Did have an error message with the NVIDIA app install "7-Zip: CRC error", but upon reattempting it installed fine.
  27. Partner downloaded REWASD again. & installed aspnetcore, netcore.app & windowsdesktop.app with both the 9.0.17 and the 10.0.9 versions - no success so uninstalled all of them
  28. Tried to install anti virus it failed. Error message in event viewer:
    1.   29. Went to Control panel > programs > programs and features > Turn windows features on or off >
    Turned on
    1. .NET Framework 3.5 (includes .NET 2.0 and 3.0)
    2. .NET Framework 4.8 Advanced services
  30. Reboot PC, attempted to open REWASD. Literally didn't even look like it opened. Here is the event viewer logs

  31. Tried to install other things to see if the errors are consistent across applications/installs
    1. Steam - installed fine, runs fine
    2. Prism launcher - installed fine, runs fine. Tried to update prism launcher because it was an older version, but it wanted to download 1000's of files. Tried a different way and it worked fine.
    3. Java Minecraft - enigmatica 10 modpack through prism launcher. java 21. Loaded up fine, but has aweful frames with shaders off.

So essentially the issue seems to be a .NET runtime error, but also possibly broader than that. We want my partner's PC to work as it should be. REWASD isn't the issue, as it runs fine on my PC. And we're unsure what to troubleshoot at this point to narrow down the issue any further. If anyone can help or suggest things that can resolve the issues I've described that would be super helpful.

Hi Waffle,

I can understand why you're at a loss here. Based on what you've tried and documented, I must admit, it already covered almost everything, and there’s honestly not much I can think of at this point myself. I want to apologize on that front in advance.

One thing that particularly caught my attention is the brief 7-Zip CRC error during the NVIDIA installation. Those, when appearing alongside random crashes and .NET runtime failures, can sometimes be a sign of memory or storage instability.

In addition, I think you've already ruled out most of the common software causes with all the testing. Now, I really do not have many ideas in this situation, but there are still a few that might help narrow down the causes. Let’s try:

  1. Check whether XMP/EXPO or any CPU/RAM overclocking is enabled in the BIOS. If it is, temporarily return everything to stock settings and retest.
  2. Run a dedicated memory test such as MemTest86. Windows Memory Diagnostic can miss intermittent memory errors that only appear under heavier workloads.
  3. Investigate the remaining PCI Device with Code 28 in Device Manager
    1. Open the device's Properties > Details > Hardware Ids 
    2. Note down the VEN_xxxx and DEV_xxxx values.
  4. You mentioned reinstalling a lot of drivers already, so just in case they weren’t from the motherboard manufacturer's support page > try downloading from there and installing again this time.

At this point I would not spend more time with .NET runtimes, since multiple clean Windows installations still produce crashes in different applications. If you can share the results of the tests above, as well as full PC specifications (press Win + R > enter msinfo32 and share the screenshot here. Remember to hide any ID/names), it'd be helpful!
