I can understand why you're at a loss here. Based on what you've tried and documented, I must admit, it already covered almost everything, and there’s honestly not much I can think of at this point myself. I want to apologize on that front in advance.
One thing that particularly caught my attention is the brief 7-Zip CRC error during the NVIDIA installation. Those, when appearing alongside random crashes and .NET runtime failures, can sometimes be a sign of memory or storage instability.
In addition, I think you've already ruled out most of the common software causes with all the testing. Now, I really do not have many ideas in this situation, but there are still a few that might help narrow down the causes. Let’s try:
- Check whether XMP/EXPO or any CPU/RAM overclocking is enabled in the BIOS. If it is, temporarily return everything to stock settings and retest.
- Run a dedicated memory test such as MemTest86. Windows Memory Diagnostic can miss intermittent memory errors that only appear under heavier workloads.
- Investigate the remaining PCI Device with
Code 28in Device Manager- Open the device's Properties > Details > Hardware Ids
- Note down the
VEN_xxxxandDEV_xxxxvalues.
- You mentioned reinstalling a lot of drivers already, so just in case they weren’t from the motherboard manufacturer's support page > try downloading from there and installing again this time.
At this point I would not spend more time with .NET runtimes, since multiple clean Windows installations still produce crashes in different applications. If you can share the results of the tests above, as well as full PC specifications (press Win + R > enter msinfo32 and share the screenshot here. Remember to hide any ID/names), it'd be helpful!
