Azure Artifact Signing – AU10TIX identity verification completed but Artifact Signing cannot be created

I have an Azure Developer Support plan. I am trying to enable Azure Artifact Signing for my company registered in the Polish CEIDG business register. AU10TIX identity verification succeeds, but for about a month the Azure portal still does not let me complete Artifact Signing – the process is stuck or redirects me to FAQ instead of completing. I also cannot create a technical support request from the Azure portal – it always sends me to the “Prioritized support on Microsoft Q&A” screen with no Next button. Update: diagnostics already checked

I have now confirmed the following:

  • Microsoft.CodeSigning provider is Registered.
  • The Artifact Signing account exists and its provisioning state is Succeeded.
  • Artifact Signing account name: PiAccount
  • Region: Poland Central.
  • Resource group: ResourceGroupPodArtifactSUbscription.
  • I have the Artifact Signing Identity Verifier role assigned.
  • Certificate profiles list is empty: [].
  • The identity validation exists but is still stuck in InProgress.
  • The validation type is Organization / Public / Poland.
  • The company name matches the official Polish CEIDG business register exactly, including the Polish character “ń”.
  • AU10TIX identity verification completed successfully.
  • The validation has been stuck for about one month.
  • The Azure portal shows no Action Required, Failed, Retry, Resume, or Completed state.

This does not appear to be a resource provisioning, resource provider, RBAC, or certificate profile issue. The Artifact Signing account itself is provisioned successfully, but the Organization/Public identity validation appears to be stuck on the backend.

Please escalate this to the Artifact Signing / Microsoft.CodeSigning identity validation team for manual investigation. I can provide the Subscription ID, Tenant ID, and Identity Validation ID privately, but I do not want to post those identifiers publicly.

    OK, thanks a lot for your help.

    The issue was a wrong public-domain email address. After updating it in both the government database and the identity validation system, everything works fine now.
