Can you share the error message you have when the email bounce?
No because the emails are being sent TO me. The other person might see an error but I don't have it/them.

I understand but you'll need that information to troubleshoot.
Is your account an Exchange Online (Business/Enterprise) or a Consumer Outlook.com (personal/Hotmail) account?
Could you one of the affected senders to forward the full bounce-back message to you (or a snippet of it via alternative means). Look for the 3-digit status code and the "Diagnostic information for administrators" section.
