Hardware Developer Program dashboard "Access restricted - account deactivated" despite verification Authorized

Our organization registered for the Windows Hardware Developer Program in Partner Center to submit drivers for attestation signing.

Current state:

  • Legal/business profile verification shows "Authorized".
    • Our EV code-signing certificate is uploaded and shows "Active" under Manage Certificates.
      • Seller ID is active.
    • Problem: opening the Hardware dashboard (partner.microsoft.com/dashboard/hardware) returns: "Access restricted - your Partner Center account has been deactivated."
  • Also, Account settings > My access shows no workspaces and no Hardware Developer Program role, so there is nothing to assign or fix from the tenant side.

Already tried (did not help): signed out of all Microsoft accounts and signed back in with the enrolled global-admin work account.

  • This matches other recent reports of "Seller ID active but Hardware dashboard shows account deactivated." Could a Microsoft engineer please help reactivate / restore Hardware Developer Program dashboard access so we can submit drivers? Thank you.
