If you have an MSDN subscription, you can download it from MSDN subscriber downloads. You will still need a valid license.

From this page, you can download SQL Server trial evaluation.
The SQL Server trial evaluation is the free edition which includes all the features and it is a complete version. Although it is a 180 days trial, you can buy an Enterprise or Standard license later.
Furthermore, you can check the differences between different versions of sql server here: Editions and supported features of SQL Server 2017.

Also, if you already have a sql server, you can get the enterprise version by upgrading.
Upgrade to a Different Edition of SQL Server (Setup)

We are using the Enterprise SQL 2016 version for SAP. Does this mean that we do not need to purchase an additional license key?

Beware! Evaluation Edition is not licensed for production, so you cannot buy a license "later", if the intention is to use SQL 2017 Enterprise in production.

I believe that if you have Software Assurance, you may not have to pay extra, but if you don't have SA, the upgrade certainly comes with a cost.
