File Explorer is not displayed in CustomLayout

Hi, I used Export-StartLayout to create my own start menu and taskbar.

The start menu works fine, applied to new users via GPO. The taskbar is currently still the problem.

The icons of: Edge, Chrome, Word, Excel, Outlook and Acrobat Reader are set up successfully. The problem is the File Explorer, which I added to my StartLayout file as follows:

<taskbar:DesktopApp DesktopApplicationLinkPath="%APPDATA%\Microsoft\Windows\Start Menu\Programs\System Tools\File Explorer.lnk" />

The problem is that the file or path does not exist, which is why it is not/can not be created.

I logged into the client (already tested on several) with the local administrator and manually searched for the path, with the local user it is available, if I log in with a domain user account the path is not available.

I set up Windows10 Pro on another PC without programs, same problem.

I hope you guys have an idea!!!

We use roaming profiles with folder redirection.

Edit:

I figured out that this happens when I am using Folder-Redirection. I deactivated it for testing-purpose and then the File Explorer.ink is vissible, but dont have an idea why.
