Recovery codes can only be sent to the recovery methods currently linked to your account. Since you no longer have access to those methods, your remaining option is to complete the Account Recovery Form:
In the form, provide as much accurate information as possible to prove that you are the account owner. If your request is verified, Microsoft will provide instructions to help you recover your account.
Microsoft takes account security seriously, so the recovery process is fully automated. Even Microsoft Support cannot directly unlock or recover your account and will direct you to complete the recovery form.
Microsoft typically reviews recovery requests within 24 hours. If your request is successful, they will send instructions to help you regain access to your account.

You can submit the form up to two times within a 24-hour period, so you can include any additional details you remember with each submission.

Note: This is different from the Account Recovery Form.
The Microsoft team will review why your account was locked. If they determine that you are the rightful owner, they may reinstate your account. Responses are typically provided within 48 to 72 hours, so make sure to check your inbox, junk, and spam folders for updates.
