Cmd Immediately Closes

Question

I have been having an issue where every time I run cmd, it flashes on the task bar and immediately closes. This issue started after installing different library packages on Anaconda environment manager. I made a new guest user on my machine and was able to run the command prompt successfully, so I'm inclined to believe it's a user permission error.

I have already tried running sfc twice and setting the environment variable, and rebooting many times as explained here:

I am wondering if there's any way to debug user permission settings associated with the user account and the cmd prompt. Thank you for the help.
