Thanks for the question and using MS Q&A platform.
Could you please share more details on how you are connecting the Azure Storage account with ADF?
- Authentication method used: (Account Key, SAS URL, Service Principal, Managed Identity, User Assigned Managed Identity)?
- Does test connection show any error message?
Also please check Azure Blob storage “Firewalls and virtual networks” settings under Networking tab. If Selected networks is checked, please try checking All networks. If you want to enable firewall then please make sure to whitelist the IP's that need to access your storage account.

Can you please try creating the linked service via Access key and try executing your job?
Access key has the highest privilege's on blob and even after using that it is failing we can narrow down the issue to some network issues.
If the job ran successfully with access key, it would suggest that the SAS that is being generated doesnt have the necessary permissions.Hope this helps :)

Thanks for the update :)
Just as a POC, try creating a copy activity with source and sink both as blob mapping to diff folders using the linked serviice with SAS and check whether it is working as expected.
And then try the same with Access key and provide the outputs here. -

But I have changed it to Account Key and tried it the Linked service is working fine and LS Created .But still i am getting the blob issue :
