We are evaluating Microsoft Copilot Studio for our organization. Our developers and end users do not have Microsoft 365 Copilot or Copilot Chat licenses.
Could you please clarify:
- Can developers build and publish Copilot Studio agents with only the free maker/authoring access?
- Is there a free Copilot Studio maker license that can be assigned?
- If end users don't have Microsoft 365 Copilot licenses, should we license usage through Pay-as-you-go or Copilot Credit (Message) Packs?
- Is there any free message allowance available for production usage?
- Which licensing model does Microsoft currently recommend for organizations where only a few developers build agents but many users consume them?
