New Microsoft AI Cloud Partner Program subscription has no Azure OpenAI quota (no models or regions available). Why is this happening??
I recently renewed my Microsoft AI Cloud Partner Program (Partner Success Core Benefits) and redeemed the new $2,400 Azure credits.
The redemption completed successfully, and the new Azure subscription is active.
However, when I open Azure AI Foundry → Management → Quota and select the new subscription, no models or regions are available. The quota page is completely empty, so I cannot request quota for any model.
This also prevents me from moving my existing Azure OpenAI resource from my old partner subscription. The move fails with:
TargetMoveSubscriptionNotEligible
The resource cannot be moved to the target subscription because it does not have the QuotaId/Feature required by model 'o3' version '2025-04-16'.
Additional information:
- Partner Success Core Benefits status: Redeemed
- Azure subscription status: Active
- The existing Azure OpenAI resource works correctly in the old subscription.
- Both subscriptions are in the same Microsoft Entra tenant.
My questions are:
- Is it expected that a newly redeemed MCPP subscription initially has no Azure OpenAI quota?
- Does Azure OpenAI access need to be manually enabled for the new subscription?
- Has anyone experienced an empty Quota page with no available models or regions after redeeming Partner Success Core Benefits?
- Is this something that requires Microsoft Support to enable on the backend?
Any advice would be appreciated.
