New Microsoft AI Cloud Partner Program subscription has no Azure OpenAI quota (no models or regions available). Why is this happening??

I recently renewed my Microsoft AI Cloud Partner Program (Partner Success Core Benefits) and redeemed the new $2,400 Azure credits.

The redemption completed successfully, and the new Azure subscription is active.

However, when I open Azure AI Foundry → Management → Quota and select the new subscription, no models or regions are available. The quota page is completely empty, so I cannot request quota for any model.

This also prevents me from moving my existing Azure OpenAI resource from my old partner subscription. The move fails with:

TargetMoveSubscriptionNotEligible

The resource cannot be moved to the target subscription because it does not have the QuotaId/Feature required by model 'o3' version '2025-04-16'.

Additional information:

  • Partner Success Core Benefits status: Redeemed
  • Azure subscription status: Active
  • The existing Azure OpenAI resource works correctly in the old subscription.
  • Both subscriptions are in the same Microsoft Entra tenant.

My questions are:

  1. Is it expected that a newly redeemed MCPP subscription initially has no Azure OpenAI quota?
  2. Does Azure OpenAI access need to be manually enabled for the new subscription?
  3. Has anyone experienced an empty Quota page with no available models or regions after redeeming Partner Success Core Benefits?
  4. Is this something that requires Microsoft Support to enable on the backend?
