Hello Microsoft Support Team,

I am trying to set up an Azure environment for a hands-on learning lab, but I am completely blocked when attempting to create a new subscription under my upgraded account.

The Issue:

After upgrading my account to Pay-As-You-Go, I navigate to the subscription creation page, but the portal blocks me with the following notification and pop-up error:

Error Message: "Failed to create 'DevOps-Journey' subscription. Could not create an Azure subscription since user is not eligible for an Azure account. Please go to https://aka.ms/AccountReview to contact Azure support for assistance."

Context/Logs: The browser network trace indicates an error code akin to PurchaseNeedsReview.

Troubleshooting Already Attempted:

To rule out local browser or caching anomalies, I have already completed the following steps without success:

  1. Tried running the configuration inside a completely fresh InPrivate/Incognito window to break the session token cache.
  2. Verified my profile name and information match my identity credentials.
  3. Cleared all local site cookies and tried an alternate web browser.
  4. Confirmed that I am working within my primary default tenant directory.

Since this is an automated safety/eligibility flag on the backend billing infrastructure, I am unable to bypass this gate via self-service troubleshooting in the portal.

Could a moderator or support specialist please assist in reviewing this account lock or escalating it to the Billing/Risk Evaluation team so I can clear this threshold and continue my training?
