Based on your description, this appears to be an issue with UPS WorldShip itself (including its SQL database components) rather than Windows directly.

However, since the problem started around the time Windows updated, there are a few Windows-side checks that may help improve the situations while waiting for their support getting back to you. Let's try the following:
1 - Reset the UPS WorldShip services
- Press Win + R > type
services.msc> press Enter - Look for any services related to:
- UPS WorldShip
- SQL Server
- SQL Server Express
- Right-click each of them > choose Properties
- Click Start if it stopped. Click Restart if it's already running.
2 - Uninstall WorldShip with Microsoft tool and reinstall
- The error "Some or ALL COMM..." usually indicates that the WorldShip installation is incomplete or damaged.
- A standard uninstall/reinstall may not be enough if remnants of the previous installation or SQL database remain.
- Try running Microsoft's Program Install and Uninstall Troubleshooter:
- Visit: Fix problems that block programs from being installed or removed | Microsoft Support
- Change to Windows 10 tab > scroll down and click Download troubleshooter
- Run the tool and choose Uninstalling > if you see any
WorldShip-entries, remove. - Follow the wizard to finish the uninstallation > Restart PC.
