If the monthly order appears in Order history, it means there was a monthly purchase or charge. But if clicking Manage only opens the same annual Microsoft 365 subscription, then it may not be a second active subscription. It may just be a billing/order record linked to the same subscription page.
To confirm, please check this page again: https://account.microsoft.com/services If you only see one Microsoft 365 subscription there, with your annual renewal date, then there may not be a separate monthly subscription to cancel.
If you see a second Microsoft 365 subscription with monthly billing, open Manage for that one and cancel it.
Also, I cannot delete or cancel the order from here, this is a public forum, I do not have access to your account or billing. If there is no separate monthly subscription shown, but your card was still charged, go to Order history and look for a Refund, Cancel, or Investigate option for that July 8 charge: https://account.microsoft.com/billing/orders
