Getting error code 715-123420 for OpenAI deployements

Hi team,
I went through multiple posts mentioning this error code, I tried debugging everything + tried creating a ticket as well, but nothing works, even the ticket creation is stopped at 3rd step which prompts me to post a question here.
Error:
715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

Can you please help me out here?

    Hi! This error is an account-risk protection block and is not caused by your deployment JSON or model quota. Confirm that the subscription is active and its billing identity is complete, then use Azure billing/account support to request a 715-123420 review. If the normal wizard stops, select a subscription-management or billing problem first and ask for internal routing to the fraud-protection team. Share IDs only inside the support case.
