Click on the backwards P icon on the Home tab to make the invisible formatting characters visible. Then select the entire TOC plus the paragraph mark that follows it. Copy and paste to the new document.

TOCs are created with a field code, so if the second document has different formatting, it may be easier to create a new TOC in that document rather than copying and pasting.

The best approach will depend on the end result you are trying to achieve. For example, if you just want to preserve the text of the TOC in the new document, you can paste in plain text format.

On the other hand, if you want to preserve the TOC text as well as the original headings, it will be easier to modify the process: Make a copy of the document and paste content from your other document into the copy, rather than to try and copy the TOC.
