My Windows Can't Shutdown when Fast Startup is On

I can't Shutdown my windows 11 when the FastStartup is on, However when I turn it off I can properly shutdown. But I want to enable the FastStartup option. How do I fix this?

    Try run Windows Update and download and install all updates.
    Check your device manufacturer website and download and install the latest version of drivers.
    Open start and search for feedback and open Feedback Hub app and report this issue.
