Same issue, but how do we determine who/what/where this is coming from? It is hugely annoying and someone at Microsft needs to fix or I go to Apple forewver.

This seems to be a website issue on their end. I cannot open it either. Make sure there's no typo. Otherwise you need to reach out to whoever gave you the website, or their support to let them know. This is not a browser issue or Windows issue.
