Microsoft Store developer account stuck between personal MSA owner and Entra Global Admin

We created and verified a Company Microsoft Store developer account using a personal Microsoft account, then created the organization's Microsoft Entra tenant from the Partner Center flow so we could add team members.

Current state:

  • The Developer legal profile is Active and Authorized, and the Windows Developer Agreement is accepted.
  • The personal Microsoft account can access Apps & Games, Insights, and Earnings. However, User management says to sign in with the associated Microsoft Entra credentials, and the Tenants page redirects to "You are not authorized for this action."
  • The Microsoft Entra account is a tenant Member and Global Administrator. In Partner Center, My access shows only the Global admin role, with no Apps & Games workspace and no Store Owner, Manager, or Developer roles.
  • When signed in with the Entra account, the Tenants page is empty and provides no Associate or Confirm action.
  • Directory users appear in User management, but Store role controls are absent and no Owner or Manager exists in the Entra tenant who can assign them.
  • We tested both identities through the account picker, signed out and back in, and waited more than 48 hours.

This leaves a circular permission state: the Store account owner cannot manage the tenant, while the tenant Global Administrator has no Store Owner or Manager role.

Is there a supported self-service step to complete this association? If not, how can Microsoft repair the Store-to-Entra association and grant Store Owner or Manager to the Entra administrator? We can provide the Seller ID, tenant ID, correlation IDs, and screenshots privately to Microsoft support.
