Excel PDF Export Error Moves Between Worksheets

I am creating a policy user manual designed to provide immediate, at-a-glance access to information such as employee information, telephone numbers, web addresses, and business records.

The information must remain on separate worksheets because the worksheets require different page orientations, column widths, row heights, print layouts, and formatting.

When I select/group the required worksheets and use File → Save As → PDF, Excel displays:

“Document not saved. The document may be open, or an error may have been encountered when saving.”

The unusual part is that the problem appears to move between worksheets. When I isolate one suspected sheet and completely rebuild it, that sheet will export correctly—but the failure MAY then switch to another sheet in the selected group.

Background and troubleshooting already completed:

I have approximately 35 years of Excel experience and have never encountered this behavior.

The original workbook contained approximately 264 worksheets.

• I moved the necessary worksheets to a completely new workbook containing approximately 10 sheets.

The same PDF-export error continued in the new workbook.

• 9 of 10 individual worksheets export successfully.
• The error occurs when exporting the required collection of worksheets together; I also created a macro to save each one AS A PDF because there are required Dropbox links to cascade to other data if the executive sees fit.

I have rebuilt suspected worksheets from scratch.

I have copied and pasted values only.

• I have removed formulas and CELL NOTES.

I have removed visible #REF! and other worksheet errors.

I have deleted unused rows and columns.

I have copied the data into new worksheets.

I have copied values, formats, and row/column formatting in different combinations.

I have tested different combinations of grouped worksheets.

Rebuilding one worksheet does not permanently solve the problem; the failure simply appears on another worksheet.

I need to preserve the separate worksheet layouts and export the selected worksheets into one PDF. I am looking for a method to identify the specific hidden corruption, object, name, print setting, link, note, or other workbook element causing Excel’s PDF export to fail.

What diagnostic steps can identify the exact worksheet element causing this, rather than continuing to rebuild worksheets individually? Thank you so much in advance for any suggestions you can offer. :)
