Based on the information you provided, I understand that when accessing a SharePoint file shared externally, you are being redirected to the Microsoft sign-in page instead of receiving a one-time passcode (OTP) via email.
This behavior is expected and is related to a Microsoft update to external sharing authentication. Microsoft has announced the retirement of the SharePoint and OneDrive email one-time passcode (OTP) authentication experience. As part of this change, external users may be required to authenticate with the account credential rather than receiving a passcode directly through email.
The purpose of this update is to improve security, identity verification, and collaboration management for organizations. As a result, external users will increasingly be recognized as guest users in the organization's tenant and redirected to the Microsoft sign-in page to complete authentication instead of using the email OTP method.
