How do i check ask for help, account to see if there is a "Sending restriction/throttle" on the account please ?

To check whether the account has a sending restriction, please confirm these first:
- Is this a personal Outlook.com, Hotmail, or Live account, or a work/school account?
- What exact error message or code appears when you try to send an email?
- Can you send an email from Outlook Web at https://outlook.live.com/mail, or does the same problem happen there?
