If I understand correctly, you recently paid $99.99 for Microsoft 365 Personal and want to switch immediately to Microsoft 365 Basic. A downgrade takes effect only when the current annual subscription expires, which is why the change is scheduled for next July:

    https://support.microsoft.com/en-us/accounts-billing/subscriptions/switch-between-microsoft-365-subscriptions

To make the change now, you must first cancel the current subscription and check whether it qualifies for a refund. Microsoft’s system will show your refund eligibility during the cancellation process:

    https://support.microsoft.com/en-us/accounts-billing/subscriptions/how-to-get-a-refund-on-a-microsoft-subscription

After the cancellation and refund are confirmed, you can purchase Microsoft 365 Basic.
