My Outlook.com account shows 17.7 GB used out of 15 GB, but the visible folders total only a few hundred MB. Almost all storage is shown as ‘Other’, and I can no longer receive email. Please check for hidden mailbox storage or repair my mailbox quota

Sorry to hear that you’re facing this situation. The Other section contains all folders apart from Inbox, Sent Items, and Deleted Items. If no additional folders appear there, then there are no other folders available in the account.

Unfortunately, when your storage exceeds the available quota, your ability to send and receive emails may be affected. After you purchase additional storage or delete enough items to bring the account back under the limit, it may take 24–48 hours for the change to be reflected across all Microsoft services.

Once the storage status has updated, you should be able to send and receive emails again. Please try periodically, preferably through Outlook.com, since changes usually appear there sooner than in the desktop app.
