Windows 11 File Blinking Issue

Question

Hi, I'm using Windows 11. As you can see on the gif file, all of my icons are blinking. The issue started just today. Yes, the icon is blinking.... But strangely, when I click the files and other apps from desktop, it opens and runs very well....

And I've already tried to solve this problem by myself, and I have tried to:

• Restart PC
• chkdsk C: /f /r
• sfc /scannow and then DISM /Online /Cleanup-Image /RestoreHealth
• Restart Windows File Explorer
• Restart the Graphics Driver (with something and B thingyi)

Even with this effort to solve the problem, the blinking thing continued. Is there any way to solve this problem? Maybe reinstall the Windows (the one that keeps all of your personal files, installed apps, and data)? I'm using Windows 11 Pro Insider Preview with Build 26220.8925
