Model Deployment error: 715-123420

Question

Hi,

I'm just trying to get an AI-103 certification, but the course seems impossible due several Azure constraints.
I've managed to create an azure account and changed to pay as you go, but them I need to request quota, and finally got it.
But now I can't deploy a model due to probably a security measure, I'm receiving the following error when I try to deploy gpt-5.2:

"715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support."

The thing is, I can't find where I can contact support in Foundry (just send feedback), and I can't contact support in Azure Portal unless I paid $30 a month, which no way it's happening.

So, how can I do the basic things just to get the most basic AI Engineer certification?

Error 715-123420 is raised by Azure's fraud protection system (RTFP), which sometimes flags model deployments from new or recently converted pay-as-you-go subscriptions as unusual activity. Retrying, switching regions, or recreating resources will not clear it. Please avoid deleting and recreating resources, as that can make the activity pattern look worse. The block must be reviewed and released by an internal Microsoft team.

I am escalating this to the Microsoft team for review.

Meanwhile, for your certification labs, you can try deploying a smaller model such as gpt-4o-mini or gpt-4.1-mini. In similar cases the block applied only to newer model families, and smaller models cover most course exercises.
