This error occurs while redeeming the key, so reinstalling Office will not fix it.

Open an InPrivate/Incognito browser window, turn off any VPN or proxy, then sign in with the Microsoft account you want to link Office to and redeem the key here:

If it still fails, check https://account.microsoft.com/services first. If Office 2019 is already listed, the key has been redeemed—install Office directly from that page without entering the key again.
