Cannot set up PIN

I had to perform a BitLocker recovery operation. Now when I start up the computer I get a message saying "Your PIN is no longer available due to a change to the security settings on this device. Click to set up your PIN again. The only option is to "Set up my PIN". But this does not work.

    On the login page, hold down the SHIFT key and click on the power button and select the Restart option while holding down the SHIFT key.

    or

    Start your PC, as soon as Windows tries to load (spinning dots appear), press and hold the power button for 5 to 10 seconds to perform a forced shutdown

    Do this two or three times.

    This will make Windows boot into the WinRe environment.

    Test both recovery options;

    Select Troubleshoot > Advanced options > Startup Repair.

    Select Advanced options > System Restore.

    If the problem persists even after following the steps above, follow the solutions published in this link by a Microsoft MVP;
