If Windows Explorer isn't opening, do you have to open Task Manager to close the application and restart Windows Explorer?

How do you fix Stuck Windows? I am running Dell EC24250 on W11 since last year. I am encountering occasional windows freezing up and the only method is to run Task Manager to shut down the applications, typically Thunderbird, Firefox and Quicken. This is the only problem I have seen.
