This doesn't answer my question. I'm getting this error in the older Photos app not the new OneDrive Photos app.

Is there a limit as to how many folders/albums you can connect to in the Photos app? I get message "Sorry, we couldn't add this folder."

I apologize for the confusion. My earlier reference to OneDrive was only meant as a possible folder location, not to suggest that you were using the newer Photos app.
For Photos Legacy, the available documentation does not specify a maximum number of folders or albums. Photos Legacy supports both folders and albums, and additional local folders are added through Folders > Add a folder.
The message therefore does not confirm that you have reached a folder limit. To narrow it down, try adding a small local test folder from the PC’s Pictures folder. If that works, the problem is specific to “Wonderful Memories 15,” such as its location or accessibility.
If no new folder can be added, open Photos Legacy Settings > Sources and remove any folder that was previously moved, renamed, deleted, or is on a disconnected drive. Removing a source only removes it from Photos Legacy and does not delete the actual files. Then close and reopen Photos Legacy before trying again.
As an alternative for local folders, it is suggested that you add the folder to the Windows Pictures library, since older Photos versions use Windows library sources.

The current Photos documentation does not list a maximum number of folders. Also, the new Photos app mainly organizes pictures by folders rather than albums, so this message usually points to a problem with that folder or the app, not a documented limit.
Here are some suggestions you can try:
Create a small test folder inside Pictures, add two or three JPG files, then open Photos and select Gallery > Add folder. If the test folder works, check whether “Wonderful Memories 15” was moved, renamed, stored on a disconnected drive, or is not fully downloaded from OneDrive.
Remove any old or unavailable folder entries from Photos, close the app, restart Windows, and try adding the folder again. Removing a folder from Photos does not delete the actual files.
Update Photos from Microsoft Store > Library > Get updates. Also install any pending Windows updates.
If every folder fails, open Settings > Apps > Installed apps > Microsoft Photos > Advanced options, select Repair, and test again. Use Reset only if Repair does not help, since Reset clears the app’s settings and cached data but should not delete the original photo files.
