You will need a USB flash drive with at least 8 GB of storage. Any existing data on the USB drive will be erased during the process.
On the working computer, go to https://www.microsoft.com/en-us/software-download/windows11 and download the Media Creation Tool. Run the tool as an administrator, accept the license terms, and choose Create installation media (USB flash drive, DVD, or ISO file) for another PC. Select the appropriate language and edition, or leave Use the recommended options for this PC checked if they match the computer you are repairing.
Choose USB flash drive when prompted, select your USB drive from the list, and let the Media Creation Tool download Windows 11 and make the drive bootable. This may take some time depending on your internet connection.
Once the USB drive is complete, insert it into the computer that will not boot. Turn on the computer and, if necessary, press the manufacturer's boot menu key (such as F12 on many Dell systems, F9 on HP, or Esc on some models) to boot from the USB drive. If the system does not boot from the USB automatically, you may need to change the boot order in the BIOS/UEFI settings.
After Windows Setup loads, you can choose Repair your computer to access recovery and troubleshooting tools such as Startup Repair, System Restore, Command Prompt, and System Image Recovery. If recovery is not possible, you can proceed with a clean installation of Windows 11 by selecting Install now. If the PC previously had an activated copy of Windows 11, it should reactivate automatically after installation once it connects to the internet.
