First, install any pending updates under Settings > Windows Update, restart the computer, and sign back in using your Microsoft account password. Microsoft notes that PIN-creation errors can sometimes be temporary and recommends signing out, restarting, and trying again.
After restarting, go to Settings > Accounts > Sign-in options > PIN (Windows Hello), select Set up, and verify your identity with your Microsoft account password. If “Oops, something went wrong” still appears, please share a screenshot of the complete message with personal information hidden.
