I have a personal subscription in the USA. If I upgrade to family plan, can my daughter use the account if she is based in Ireland and I am here in the US?

Yep - your daughter can use your upgraded Microsoft 365 Family plan from Ireland while you are in the US. Microsoft does not enforce geographic restrictions on who you share the subscription with or where they use it, as long as the plan was purchased and activated in your home region (the US).
