This error code 715-123420 is usually not caused by the model configuration itself. In many recent Azure AI Foundry cases, it indicates that the deployment request has been blocked by an internal validation or fraud protection check and requires Microsoft review.

First, confirm whether you are using a paid Azure subscription and that the selected model is available in your target region.
Try deploying a different supported model in the same project to verify whether the issue affects all deployments.
Check the Azure Activity Log and capture the correlation ID and UTC timestamp of the failed deployment.
If the error persists, open an Azure Support request and provide:
- Subscription ID
- Azure AI Foundry resource name
- Deployment region
- Error code 715-123420
- Correlation ID and failure timestamp
Since this error commonly requires backend validation, the next action is with the Microsoft Support/Product team to review and remove any service-side block if necessary.

thanks but it is so hard to create a ticket within Azure. it seems to Microsoft designed it in a way so no one can create a ticket and reach out to support
