Junk emails flagged

Outlook/Hotmail junk emails are automatically flagged. I have deleted/added the account and it still happens. I have check Rules and other categories.

    For Outlook.com and Outlook on the web, if messages are being flagged as junk even after removing and re-adding the account, the supported checks are:
