Unable to create technical support request with active Developer Support plan

We recently upgraded our Azure support plan from Basic to Developer.

I am an Owner of the affected Azure subscription. However, when I try to create a technical support request, either from the affected Azure SQL resource/alert or through Help + support, the portal only redirects me to Microsoft Q&A or documentation and does not provide an option to open a support case.

Developer Support should include Severity C technical support. Could you please verify that the Developer Support entitlement is correctly associated with our subscription and advise how I can create a technical support request?

    I don't have experience of that actually work in practice. However, since I'm a moderator, I see this for your post:

    So somehow, you seem to have Developer Support now.

    Hopefully, someone from Microsoft External Staff - who have access to more data than I have - can share more details about your support options.
