You can try the following steps to see if the issue persists:
- Select the stuck email(s) and press Shift+Delete instead of the regular delete button, this skips the Deleted Items folder and often works when a normal delete doesn't.
- Try deleting the same emails from Outlook on the Web. If it works there but not in desktop Outlook, the issue is local to your desktop app rather than the server.
- Right-click Deleted Items > Empty Folder, then restart Outlook and try again.

However, if this is a work/business mailbox, it's also possible a retention or compliance hold is silently preserving these emails even though the delete looks like it worked
