If you have another Global Administrator/Authentication Administrator account in the tenant, you can reset the MFA for the affected admin. Go to Microsoft Entra admin center → Entra ID → Users → select the affected account → Authentication methods → Require re-register multifactor authentication. This removes the existing Authenticator registration and allows the user to set up MFA again on the next sign-in.

If this is the only Global Administrator account and you have completely lost access to the Authenticator and have no other verification method, you cannot reset your own MFA from the tenant. In that case, you need to contact Microsoft Support and request an MFA/authentication-method reset for the Microsoft 365 Developer tenant, while being prepared to verify ownership. Similar Microsoft Q&A cases confirm this route for developer tenants where the sole admin is locked out.
Once access is restored, I recommend registering at least two authentication methods so losing one device doesn't lock you out again.
