Hello Ushanth Loganathan,
Greetings! Thanks for raising this question in the Q&A forum.
The behavior you're seeing (Create a support request routing you to "Expert help" and "Ask the community" instead of a normal ticket) happens because Azure now surfaces AI-driven self-help and community suggestions before showing the manual ticket option for certain issue types. Billing support requests are free for all Azure customers regardless of your support plan, so you don't need a paid plan to reach a billing engineer. You just need to get past the automated suggestions screen to the actual ticket form. Here's how to do that and get your refund request in front of the right team.
Review the charges first (helps your ticket move faster) Go to the Azure portal, open your subscription, then Cost Management + Billing → Cost analysis. Filter by date range and group by Service name or Resource to see exactly what generated the charge. Also check Invoices for the specific invoice with the unexpected amount. Having the invoice ID, date, amount, and resource name ready will speed up the investigation once you reach a billing engineer.
Go directly to the support request form Instead of the general Help button, use this direct link:
https://portal.azure.com/#blade/Microsoft_Azure_Support/HelpAndSupportBlade/newsupportrequest
This takes you straight to the "New support request" experience rather than the general help landing page.
Select the correct issue type For Issue type, choose Billing. Then pick the subscription showing the unexpected charge, and for Problem type select something like Invoice or charge inquiry (or Refund request if it appears).
Skip past the recommended solutions screen If the portal shows "Recommended solutions" or automated suggestions before letting you continue, scroll past them and look for a Return to support request or Create a support request link near the bottom, this is what routes you around the "Ask the community" loop.
Fill in the problem description In Additional details, describe the unexpected charge: the invoice date, the amount, the resource or service you believe caused it, and attach a screenshot of the cost analysis view if possible. Select your preferred contact method (email or phone).
Submit and track the ticket Once submitted, a billing support engineer typically responds within 24 to 48 hours by email or phone to review the account and determine whether a credit or refund applies. This decision is made by the billing team after reviewing actual usage, it isn't something that can be resolved on the public forum since it requires access to your account details.
If this answer helps you kindly accept the answer which will help others who have similar questions.
Best Regards,
Jerald Felix.
