    Hello Nagarajan Balasubramanian,

Based on the information you provided, I understand that you have already followed all the steps outlined in the Microsoft Learn article, Set up a Microsoft 365 developer sandbox subscription, but your billing account still does not appear during the Microsoft 365 E5 Instant Sandbox setup process.

I have found that there are several reports the same issue with you. In this situation, please help me to try again and make sure to input all required information exactly. After you have already completed the setup steps but still having the same issue, I would recommend contacting Microsoft Support for further assistance. The support team has access to additional diagnostic tools that can help verify whether your tenant is eligible for Microsoft 365 E5 Instant Sandbox provisioning and investigate any backend issues related to the billing account creation or association process.

When contacting support, it may be helpful to provide:

    • Your Developer Program account details.
    • Screenshots of the billing account creation confirmation and the page where the billing account does not appear.
    • Any error messages displayed during the setup process.

You can create a support request by visiting the Microsoft 365 Developer Program portal and select Support.

For this issue, an email address or tenant ID is not the required next step.

    Use this troubleshooting path:

    1. Select the refresh icon next to the Billing account dropdown.
    2. Wait a few seconds after creating the billing account, then refresh again.
    3. If the billing account still does not appear, try creating a new billing account.
    4. If the setup shows BillingAccountAlreadyExists or says the billing account is ready but it still does not appear, check whether the account has no Azure plan enabled.
    5. If no Azure plan is enabled, create an invoice section by following the guidance in Organize your invoice based on your needs - Microsoft Learn. After the invoice section is created and the Azure plan is available, retry the sandbox setup.
    6. If there is an agreement not signed error, sign the agreement in the Microsoft Admin Center at https://admin.microsoft.com. During that process, the required billing profile and invoice section must also be created.
    7. Before selecting Set up, confirm that all three fields have values:
      • Billing account
      • Billing profile
      • Invoice section

    Also note:

    • A valid billing account is required for sandbox setup.
    • Billing details are required for identity verification only for the free E5 developer sandbox.
    • Creating the billing account does not automatically incur charges unless a paid product or service is intentionally purchased.

If provisioning continues to fail after the billing account, billing profile, and invoice section are all present, contact Microsoft 365 Developer Program support.
