Are you able to force your PC into the recovery environment using these steps.

Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

If that process does not get you into the Recovery Environment, what is the make (Dell, Asus, Lenovo... etc.) of your PC or motherboard.

If F1 only restarts the PC, use another supported way to enter Windows Recovery Environment (WinRE):

    1. Try automatic repair:
      • Turn on the PC and wait for the Windows logo.
      • As soon as the logo appears, hold the power button until the PC shuts down.
      • Repeat this forced shutdown two times.
      • Turn it on a third time. Windows should open the Automatic Repair screen.
      • Select Advanced options to enter WinRE.
    2. If Windows still does not open WinRE, use one of these methods:
      • Boot from a USB recovery drive if one was created earlier.
      • Boot from Windows installation media and select Repair my PC.
    3. Once in WinRE, if the issue is related to Boot Configuration Data, open:
      • Troubleshoot > Advanced options > Command Prompt
      • Then run:
        • bootrec /scanos
        • bootrec /rebuildbcd
        • bootrec /fixmbr
        • bootrec /fixboot
    4. If WinRE opens and System Restore was enabled before the problem started, another option is:
      • Troubleshoot > Advanced options > System Restore
    5. If recovery requires reinstalling Windows, note the risk:
      • Reset with Keep my files should keep personal files, but removes apps and settings.
      • Reinstall Windows usually removes files, apps, and settings, so back up data first.
