Multiple recovery attempt done without answer

Question

Hi, I've been hacked last week and microsoft keep telling me to fill out the usual form. I did multiple time without success but on the form itself it says: "If you've turned on two-step verification, you can't recover your account this way." The hacker turned on 2FA on his end after removing my phone, recovery email and all my information. What am I suppose to use? I looked everywhere on the website without success. It's mostly dead links everywhere.

I really need help, It's my main account and everything is connected to it. I have back-up email and a bunch of informations to prove im the owner but since the hacker setup his phone as recovery I cannot use the normal way.

Please help!
