Based on the error message OwaUserHasNoMailboxAndNoLicenseAssignedException, it appears that the account you're using to sign in to Outlook on the web doesn't currently have an Exchange Online mailbox or an Exchange Online license assigned.
To resolve this issue, please contact your school's IT administrator and ask them to verify that your account has the appropriate Microsoft 365 license with Exchange Online enabled.
