If I purchase a Windows 11 Pro key described as a “Developer Key” from a third-party seller, is it legally valid for activating and permanently using Windows 11 Pro on my personal PC?

Could you please clarify:

1. What is a Developer/Visual Studio Windows product key intended for?
2. Can it legally be used as a normal personal Windows 11 Pro license?
3. Is it transferable to another PC?
4. Can Microsoft deactivate or revoke the key if the developer subscription or entitlement expires?
5. How can I verify whether the key is genuine and properly licensed before purchasing it?
6. What type of Windows 11 Pro license should I purchase for a personal PC if I want a genuine, transferable retail license?

There is no Windows 11 Pro Developer licence available for purchase by home consumers, they may be selling a volume licence version of Windows that may initially activate but later it would automatically deactivate and you would have lost the licence, please be careful if you are purchasing the Windows licence from a 3rd party retailer, that licence does not sound correct, if possible, please provide a link to where you saw that licence for sale.
