My sons email address has been compromised. Someone has hacked it and changed the recovery email so he can't login anymore. His email address is ******@outlook.com. the recovery email should be ******@hotmail.com. It's currently set to @neoneaglemail.live. Is there a way to verify I'm the right person and get this changed?

Based on your description, the hacker was able to remove the account's security info and replace it with their own email address.
Since the security info has been replaced by the hacker, I'm afraid there is no other working method to recover the Microsoft account, and Microsoft Support cannot help either.
