Cannot create a developer account in Partner center. Got rejected.

Hi,

I want to publish Edge add-on to Add on store, so tried to create a developer account in Partner center.

But got rejected with the following error message.

I signed in my MS outlook account and select "individual".

After submit my name, address, and phone number then I got rejected.

I do not know why.

Any help?

    The message indicates that the Partner Center registration was blocked during Microsoft's account verification/trust checks. It does not necessarily mean that there is a problem with your Outlook account or that selecting Individual was incorrect.

    Since the registration was rejected immediately after submitting your personal details, I would recommend the following:

    Make sure your name, address, and phone number exactly match your official information. Avoid abbreviations or variations in the address where possible.

    Make sure the Microsoft account you're using has accurate profile and security information.

    If possible, avoid using a VPN or proxy while completing the registration and use a normal residential/network connection.

    Don't repeatedly create new Partner Center accounts to work around the rejection, as this can potentially make verification more difficult.

    Contact Microsoft Partner Center Support and provide the information from the error:
