Additional chat-related features and issues within Microsoft Teams for business

At this stage, I recommend asking your Microsoft 365 administrator to open a support ticket through the Microsoft 365 Admin Center. A Microsoft Support agent will be able to review the issue in greater detail and collect any additional diagnostic information needed to identify the cause.
Please understand that this is a user-to-user community forum. Like you, community participants are Microsoft product users who can provide troubleshooting suggestions, publicly available Microsoft documentation, and guidance based on similar discussions.
For this reason, an account-specific or service-side investigation cannot be completed from within the Community. Opening a support request will allow the appropriate Microsoft team to work directly with your administrator and review information that is not available publicly.
Your administrator can sign in to the Microsoft 365 Admin Center, select Help & support, describe the issue, and then choose Contact Support to submit the request.
When opening a support ticket, please make sure the Support Assistant (AI) in the Help panel is turned Off. Several customers have reported that the Contact Support option may not appear while the Support Assistant is enabled. Once the AI assistant is turned off, you should be able to enter a description of the issue and the Contact Support option will appear, allowing you to submit a ticket directly to Microsoft Support.
If you are not an administrator, please share this recommendation with your organization’s IT team and ask them to open the ticket on your behalf.
