Recently had this occur and I solved it by deleting the resource group that contained the PostgreSQL Flexible Server. Please give this a try if you haven't already (I'm assuming there aren't other resources in the resource group you need to keep).
I had deleted the PostgreSQL server, it did not show via CLI or subscription -- Resources, but still showed in the resource group in portal, and if I went to Azure Database for PostgreSQL flexible servers it was showing there as Dropping. After deleting the resource group the server was finally gone.
