If someone has signed up for a single membership can it be upgraded to a family membership?

If you have a subscription with fewer features today, switching to Microsoft 365 Family is regarded an "upgrade" by Microsoft. You just order the 365 Family subscription and time from your existing subscription will be added to the new one. Yes, the subscription can be upgraded and the main owner of the subscription will need to share it and that person that will be part of the family to be able to use the subscription.

Yes. A Microsoft 365 Personal subscription can be switched to Microsoft 365 Family.

If switching to a plan with more features, buy the Microsoft 365 Family subscription using the same Microsoft account as the current subscription. The remaining days on the current subscription are automatically converted and added to the new one, though the exact number of days added is adjusted based on the plan change.

If the subscription was purchased through a third-party billing partner such as the Apple App Store, Google Play, or certain retail partners, subscription changes are managed by that billing partner, and switching options may depend on what they support.
